JavaScript Date Object
Definition and Usage
The getUTCSeconds() method returns the seconds (from 0 to 59) of the
specified date and time, according to universal time.
Note: This method is always used in conjunction with a Date object.

The getUTCSeconds() method is supported in all major browsers.
Tips and Notes
Tip: The Universal Coordinated Time (UTC) is the time set by the World Time Standard.
